Dr. Jessica Vien was born and raised in Houston, Texas. She graduated cum laude from the University of Houston majoring in Human Nutrition and minored in Biology. She then received her doctorate from the University Of Houston College Of Optometry in 2019. She completed clinical rotations at various Indian Health Service clinics in Tahlequah, OK and at a rural private practice in Greenville, TX, solidifying her passion for management of ocular disease. Dr. Vien provides full-scope comprehensive eye care and is a licensed therapeutic optometrist and glaucoma specialist.
Dr. Vien has been interested in the optometry field from a young age, deciding to be an optometrist at the young age of 11. She is committed to providing excellent eye care for every patient. She particularly enjoys management of ocular disease such as glaucoma and macular degeneration and also participates with other physicians in co-managing refractive surgery and cataract surgery. She believes that preventative care is crucial in maintaining healthy eyes. Dr. Vien is a member of the American Optometric Association and Texas Optometric Association.
After a brief time away from the big city, Dr. Vien has returned back to Houston to settle down roots and begin providing for her community. Dr. Vien is engaged to her high school sweetheart, who is a family physician in Sugarland. Her personal interests include traveling to new countries, cooking new foods, and playing tennis. Dr. Vien can conduct a basic exam in Spanish and is fluent in both English and Vietnamese.
Dr. Lori Shulman, a native Houstonian, graduated from the University of Texas and went on to the University of Houston College of Optometry where she graduated with a Doctor of Optometry degree in 1982.
Dr. Shulman practices full-scope primary optometric eye care and specializes in pediatric optometry and contact lenses. She also has special interest in dry eye and ocular surface disease. Dr. Shulman is board certified in therapeutic optometry and the treatment of glaucoma. She participates with other physicians in the co-management of refractive (LASIK) and cataract surgery. She has been affiliated with the TSO network since 1986 and licensed to practice optometry in the state of Texas since 1982. She is fluent in Spanish.
When Dr. Shulman is not working with her eye care team, she enjoys spending time with her two sons. Her oldest is a vice president in charge of lending at Third Coast Bank and her youngest son is in his first year of law school at University of San Diego. Her husband is also an Optometrist who teaches and practices at the University of Houston College of Optometry. Dr. Shulman enjoys both working and living in Katy, Texas.
Dr. Mona Moshtaghi is from San Diego, California and formerly attended the University Of Houston College Of Optometry. Dr. Moshtaghi has been in the Optometry field for over 8 years; COA Certified, worked in a private practice and did Glaucoma research at Shiley Eye Center in San Diego while completing her undergraduate degree at University of California, San Diego. Dr. Moshtaghi always wanted to be part of the growing field of preventative healthcare. She wants her patients to leave her office with the most positive experience. “Having the best vision possible is a wonderful feeling.” says Dr. Moshtaghi.
Dr. Moshtaghi is specializing in dry eye, ocular surface disease, and contact lenses. She has a special interest in ocular disease including diabetic care and glaucoma. She is also a part of the American Optometric Association and Texas Optometric Association.
Outside of the office, Dr. Moshtaghi thoroughly enjoys experimenting in the kitchen, playing the dulcimer (classical Persian instrument), solving Sudoku puzzles and spending quality time with her family. Dr. Moshtaghi also speaks English and Farsi fluently, while is conversational in Spanish. Come to 1463 Texas State Optical, where Dr. Moshtaghi looks forward to helping you!
Dr. Zubin B. Chacko was born and raised in Houston, TX. Growing up in the Alief area, Dr. Chacko was heavily involved in numerous extracurricular activities during his school years. Choral singing was extremely close to his heart during his formative years and as a result saw him competing at district, regional, and state levels. He attended Houston Baptist University where he graduated with a Bachelor’s of Science with majors in both Biology and Mathematics. Dr. Chacko then went on to complete both an MBA and MHA at Houston Baptist University before entering the business arena. After a couple of years in the field, the prevailing economic climate and job dissatisfaction caused him to seriously consider going back to school. A helpful suggestion from his wife, a degree in science, and an internal desire to find a profession that served others made Dr. Chacko settle on the decision to go back to optometry school. He attended the University of Houston College of Optometry where he was awarded a Clinical Letter of Excellence and was also given the honor by his classmates to be their 2017 student graduation commencement speaker.
Dr. Chacko is a licensed Therapeutic Optometrist and Optometric Glaucoma Specialist. His interests lie in the diagnosis and management of various retinal conditions as well as dry eye and ocular surface disease. He enjoys truly getting to know his patients and establishing relationships that help him to truly understand his patient’s exact visual needs. He can speak English and Malayalam fluently as well as conduct a very basic Spanish examination. Dr. Chacko is also a member of the American Optometric Association and Texas Optometric Association.
In his free time, you will probably find Dr. Chacko reading, watching Marvel and other superhero movies, or spending time with his immediate family and friends. He looks forward to serving you and your family at your next eye examination!

Kim has been with Texas State Optical for over 8 years now. She is very knowledgeable in the field with over 18 years’ experience. She knows all the ins and outs of the 1463 office. Kim is very happy to help new and former patients with their eye care needs. Her career plans are to continue growing here at TSO. "It's a blessing to see some of the same patients year after year and get to know them on a personal level", says Kim. Her favorite part of her job is helping the patients as well as being around her hard working staff. Kim is determined to make all of their patients feel welcomed. Her proudest accomplishment consists of all of her hard work and how it has paid off! Outside of the office, Kim likes to spend time with her niece, nephews and family, enjoying the little things in life. Her favorite childhood memory is going to her grandmothers in Beaumont for Easter, having huge egg hunts in her backyard. A Brazilian lyricist and novelist, Paulo Coelho, has given a quote below that stays close to Kim's heart:

Heather attended Sam Houston State University, graduating in December of 2015. Her career goal is to grow in the Optical field. “My studies have given me the opportunity to pursue my career goals by gaining the knowledge to allow for growth and success in the optical field.” states Heather. Heather is very knowledgeable, whom is very committed to customer service and loves interacting with the patients while putting a smile on their face. She has prior experience in the Optical field and always comes in with a positive attitude. In Heather’s spare time, she enjoys quality time with her family and friends and playing with her lab/cocker spaniel who is energetic, giving her adventurous trips to the park as well as the Sam Houston National Forest. Heather’s bond with her brother Brandon has made her realize how meaningful the importance of family is. “Although my brother lives in San Antonio, the 200 mile distance does not keep us from constant communication. My family has played a great role in my favorite childhood memories.” says Heather. Heather’s favorite quote comes from Glenn Turner below:

Delia's goal is to graduate college in the near future to pursue her dreams! She is a quick learner, team player and adapts has adapted to the Optical field very comfortably and easy. Delia's proudest accomplishment is being able to assist customers during the very busy seasons when working retail; it was a challenge she very much enjoyed. Outside of the office, Delia enjoys deep cleaning and cooking! A favorite childhood memory of Delia's is performing her Piano Recital at the age of 11! Delia is passionate about the field of Optometry and strives to give each of the patients an excellent eye care experience when visiting 1463 TSO. Although unable to speak Spanish, Delia is able to understand and help patients in need. Delia loves her job and the environment and looks forward to assisting you!
Shawn contributes a positive attitude, big smile and willingness to help the patients and his coworkers alike. He is ready to assist you with any of your Optical needs and is very dependable. Shawn’s goal is to grow with 1463 Texas State Optical and work his way up to Management. “What makes my job worth going to is the Optometrists, my coworkers and most importantly the patients.” says Shawn. Outside of work, he loves to exercise and work with the youth. A favorite childhood memory of Shawn’s is cooking with his grandmother and harvesting the vegetables they would grow on their farm. Ricardo is currently working towards becoming an optometrist. He is fluent in both English and Spanish. He enjoys the great environment he works in daily and especially enjoys knowing that he is helping people in his day to day work. Ricardo loves to contribute his positive attitude and great customer service skills. His proudest accomplishment was receiving his bachelors from Indiana University of Pennsylvania. In his spare time he likes to play basketball, fish and spend time with his family. One of Ricardo’s favorite childhood memories is when he went fishing with dad and grandfather in Venezuela. His favorite quote is written below:
